Has anyone thought about multicast as a VNF (maaV)?

Nearly everyone is sold on the benefit, but there is great hesitation in enabling multicast because an operator would need to enable multicast on core as well as edge routers.  In my experience, network operators have major concerns around enabling a "peripheral" capability on their critical infrastructure and are unwilling to risk any downtime due to any multicast related technical problems.

As the industry moves towards making non-core functions virtualized and separate the critical vs non-critical assets, would isolating multicast as a VNF mitigate the deployment hurdle?
