If the customer is concerned about bandwidth then it seems Media Services Live Pass-Through is the best product. This will allow the customer to push any custom DASH, HLS or even HDS stream to Akamai and we will not modify the manifest and give 100% offload (only ingest once).
If this does not work and the customer would like to use a live origin then yes the bandwidth requirements are somewhat higher. We do however automatically apply parent tier (cache-h) and make public early to AMD configurations to lower origin traffic. This means that even if there are 1000s of end users streaming the same live content only 1 request per parent region would go back to Origin.
Could you please elaborate on the larger solution you're trying to achieve.
Generally speaking though, Akamai has a couple of options for delivering MPEG-DASH.

this is a live streaming scenario , so transcoding is not really interesting , low latency is essential here as its a betting related content ...
AMD could work - i have shared this with my customer , but , he is concerned ( and rightfully so ) that this being live , and with very short lived cache , almost all hits will come to his origin !
is there a way in which we can mitigate that ,some kind of hierarchical cache , where we propogate the chunks amongst our edges without hiting the origin again ?
could this work with DSA ? have u had experience with live streaming over DSA ?
