How can I find the list of response codes on which Akamai generates the reference string?
I can see Akamai does not generate any reference code for 503 response and it just passed the "Service Unavailable" message to customers.

The error reference string is not directly connected to response codes, it is generated if there is an unexpected behavior in some way (for example an unexpected problem in connecting to the origin or a WAF rule that blocks the request or similar).In your case perhaps the 503 response was generated already on the origin so Akamai in your case have a working communication with the origin but origin give the 503 for that request?

Yes, Origin gives the 503 response which is published to end users. So Akamai generates the reference string only when the request from Akamai edge is denied by WAF or Origin. If Origin serves any 4xx or 5xx responses back to Akamai, it cannot be converted to Akamai reference string?
As Bengt Persson says, we can only generate a reference number in response to an internal issue. Our reference numbers are used to trace a specific request from a specific machine on our network and allow us to diagnose the issue.
If the origin returns a 503 response, then from an Akamai perspective there is technically no issue, simply the origin is unavailable. We cannot generate and error code for the origin as don't have any insight.
It may be possible to generate a bespoke error reference code that contains some useful information for debugging purposes at the edge and present that back to the end user, but you will need to engage with Akamai Professional Services to look at what might be possible.
