Issue:
User visits the page but the redirect is not happening correctly for the first time you hit the URL on your browser.

try-1-incorrect behaviour, does not redirect properly as cookie is not saved.

try-2- works properly as the cookie is set when you visit the 2nd time, expected behaviour

The reason for this behaviour is due to page re-directions being based on the usercontext in the cookie.The Rule in Akamai states that the re-direction happens for a specific URL if the context matches the country and locale then re-direct.
Root-cause of this issue:

When you first land on the page the cookie is not set based on the URL, therefore the criteria is not met and the redirection will not occur. Once you have been on the page, the cookie is now set and the re-direction criteria is then invoked.
